Fraud Investigation Results in Challenge to Multimillion-Dollar Bid Won By Ineligible Participant

The Issue
CSI was retained in September 2008 by a small business client who had just lost a multimillion-dollar bid that was only available to certified service-disabled veteran-owned small businesses (SDVOSB).  He himself was a legitimate SDVOSB business but believed that the winning bid went to a company that should have been ineligible.

The Challenge
The client had been told by two other private investigators that it would be “impossible” for them to obtain the appropriate information for the client to challenge the bid award.

Keys to Investigation
Information that other investigation firms had called “impossible” to find, CSI unearthed and presented in a matter of weeks. CSI’s ability to bring a team of diverse experts into the case allowed them to approach the investigation from all angles, capturing information from many sources that ultimately revealed the entire context of what was happening.

The Result
Not only did CSI obtain the information using seven different investigative avenues, it resulted in the client’s successful challenge to the bid award.  It also resulted in the ineligible company losing its SDVOSB status.

This was one of ten cases used as an example of fraud and abuse in the SDVOSB program in Congressional hearings held before the Subcommittee on Oversight and Investigations. (See GAO report 10-306T, released December 16, 2009.)
